Withdraw one UNSOLD license key (AVAILABLE/RESERVED -> VOID). Idempotent: voiding a VOID key returns it unchanged. Keys already issued to a customer are refused — withdrawing those is entitlement revocation (Stack C3), which also tells the customer. Requires MANAGE_PRODUCTS.
