licenseKeyPoolCreate

Create a license key pool for a variant. Requires MANAGE_PRODUCTS; operators must name the seller, anyone else acts for their default seller unless they name another seller they belong to (an app belongs to its own seller only). The variant must belong to that seller, which must be approved for digital sales.
