Re-issue the download link for an order line. The existing link stops working immediately and is replaced by one with a fresh token and a reset download count. Accepts either an OrderLine or a NauticalOrderLine id. The customer's entitlement is left untouched — this replaces the delivery credential, not their ownership. Requires MANAGE_ORDERS.
