mcpOperatorPolicy

The operator-agent policy for the current tenant: whether the operator surface is on, the per-agent rate cap, and each tool's limits. It is the whole tenant's policy, and readable by any App or dashboard user (marketplace operator or seller staff), because any of them may run operator tools and must read the limits they run under, without holding MANAGE_MARKETPLACE_CONFIGURATION. Never null for a caller allowed to read it: an unconfigured tenant gets the defaults (surface off, default cap, no tool rows). The field is non-null, so a denied caller gets an error and a null data.
