Look up one capacity pool (SPEC-030). Requires MANAGE_PRODUCTS; operators reach any pool, a seller only their own — missing and unowned are both null. The detail-page fetch: CapacityPool is deliberately NOT node-exposed, so this scoped query is the only by-id path.
